At the end of the 2017-2018 academic year, the Department of Education terminated the disbursing of new Perkins Loans.  Schools are assigning accounts to the Department of Education.  If your loan is assigned to the Department of Education, it will become ineligible for deferments, forbearances, cancellations, and consolidation. A third party vendor, Heartland ECSI www.heartlandecsi.com is currently managing the Perkins Loan program. They can be reached at 1(888) 549-3274.

Upon graduation or transferring/withdrawing from school, you will be required to do the loan exiting process. You will receive an email from Heartland ECSI and asking you to complete your online Perkins Loan Exit. The exit process will provide details for repayment of your loan. If you do not receive this email, please contact our office.

The following options are available to maintain your loan in good standing: Unemployment deferment, economic hardship, hardship forbearance, student deferments, rehabilitation (payment plan), temporary reduction of payments, consolidation, and cancellations. If you find yourself unable to make your loan payment or have questions regarding your loans, please contact our office.

The California Dream Loan is a subsidized loan program for undergraduate students with a valid California Dream Act Application and CA residency or AB 540/AB 2000/SB 68 eligibility.

If you are interested in borrowing a Dream Loan, please contact the Office of Student Financial Aid.

Once you have accepted your loan, you will receive an email from our third party vendor, Heartland ECSI www.heartlandecsi.com them with instructions on completing the following requirements:

  • Entrance Counseling
  • Promissory Note (you will need to complete the Promissory Note each year that you borrow a Dream Loan)

After the above requirements have been completed, Heartland ECSI will notify the Financial Aid Office and the loan will be disbursed.

You will enter repayment anytime you drop to 6 units or less. You will have six months grace period to start a repayment. After the grace period, you will begin making payments to ECSI. The repayment period is a standard period of ten years with a minimum monthly payment of $50.00.

Exit counseling provides important information to prepare you to repay your Dream Loan. When it is time to complete your exit counseling, you will be notified by SFSU and ECSI with instructions.
